KIA 2020 Clean Water Revolving Fund IUP available for viewing The Kentucky Infrastructure Authority 2020 Clean Water State Revolving Fund Intended Use Plan is available for public review and comment. By Donna McNeil Executive Director, Kentucky Infrastructure Authority Frankfort, KY - The Kentucky Infrastructure Authority (KIA) announces that Kentucky's draft 2020 Clean Water Intended Use Plan (IUP) including the Project Priority List is available for public review and comment from June 5 through July 5, 2019. KIA will have approximately $75 million available for low-interest loans for projects to prevent and control water pollution in Kentucky. The Clean Water State Revolving Fund (CWSRF) is a low-interest loan program by which the Environmental Protection Agency (USEPA) provides capitalization grants to states to fund projects and activities whose primary goal is the protection of water quality. In 1996, the USEPA issued the funding framework, which encouraged all states that fund both point and nonpoint source projects to integrate their planning and priority ranking systems so that CWSRF funds can most effectively target the nation's highest water quality problems. Construction loans carry a 20-year repayment period, while loans for planning and design carry shorter repayment periods. Thirty-year repayment terms are available to disadvantaged communities. Additional subsidization is to be provided to utilities in disadvantaged communities of at least 10 percent of the capitalization grant. Nine projects will be offered additional subsidization in the form of principal forgiveness totaling $6,066,900. To be considered eligible to receive a CWSRF loan, a project must be identified on the Project Priority List, which is included in the IUP. A 30-day public comment period is required prior to finalizing the plan. KIA has scheduled a public meeting to solicit comments on the draft 2020 CWSRF IUP. The meeting will be held on June 18, 2019, at 3:30pmET in the Board Room located at 100 Airport Road, 3rd floor in Frankfort, Kentucky. The Clean Water Intended Use Plan identifies the goals of the CWSRF and describes how the funds will be used to achieve those goals. The IUP was prepared by KIA, an agency in the Governor's Office. Kentucky's draft 2020 CWSRF IUP, may be viewed online at kia.ky.gov. Copies of the plan and the priority list may also be viewed at the following locations: Kentucky Infrastructure Authority Division of WaterOr your local Area Development District office. Comments should be provided in writing to Donna McNeil, Kentucky Infrastructure Authority, by July 5, 2019, at the mailing or email address provided above.
