Mayor Pam Hoots provides statement on Farmers Market The Farmers Market on the Square is an asset to our community; and, I like many of you, enjoy Saturday mornings at the market. It has become a weekly habit to visit the Market, see friends, and renew old acquaintances. Recently the City Council and leaders of the Farmer's Market on the Square entered into a new agreement, which renews annually. The most recent agreement outlines the times and days in which the parking lot located at the corner of Merchant and Campbellsville street is to be used for parking and the times it is to be used as a market. The new agreement also protects the City from any third-party liability claims as a result of the Market. I realize that some decisions may not be popular; but, my responsibility is to ensure that I do what is best for; and protect the citizens of Columbia and the interests of the City of Columbia. In addition to providing free space to the Farmer's Market, The City of Columbia has provided an electrical source with outlets, which was installed for the convenience of the market and has paid utility cost for the market since its inception. Prior to my administration vendors and patrons from the Market had the ability to access City Hall to use the restroom facilities, after hours. As most of you know, the restroom facilities at City Hall are accessed only by descending a flight of stairs and are not ADA accessible. It is my understanding that FM2 needs a facility to be utilized by vendors and patrons of the market on Saturday. The handicapped accessible restroom is only available during regular office hours of the Columbia City Hall. Our legal counsel has recommended that we not allow people in the building after-hours that are not employees of the City. Furthermore, our liability insurance provider has cautioned us against leaving City Hall open after-hours and had stated that this could lead to a significant increase in our liability premium or eventual termination of our policy. From its inception the City of Columbia has been the Farmer's Market on the Square greatest supporter and will continue to be. However, there are certain things the City cannot do, such as allow City Hall to remain open during after-hours or to allow non-employees unlimited access to City Hall. I love Columbia, and I want the best for our community. I was raised in this town and grew up walking the sidewalks to the library, which used to be in the same location as City Hall. It is my commitment to do the best I can for each of you and the City. I urge each of you to support the market and work with us together for the future of our town.
