Adair County Fiscal Court April meeting report

Department Reports Heard; PVA Ready to Renovate Office; Changing to Two Meetings per month are Recommended by Auditor; Adair Board of Elections requests Air Units in Voting Houses

Mowing Season is Upon Us - Spring weather and recent rains have sped up the need to mow or bush hog in some instances. Typically two seasonal employees are hired at the Road Department to help with this task. There were six applicants this year and the decision was made by the magistrates and Road Foreman Barry Hamlett to hire three at $9.60 per hour.

The following were hired effective immediately: James Earl Bennett, Steve Foster, and Gary Coffey. Each was unanimously approved by the court.



PVA Plans for Office Renovation

PVA Landon Edwards was in attendance to seek approval from the court to renovate the layout of his office.

Having sought the advice of an engineer, Edwards explained, "We need to remove a quarter of an existing wall which would give us a larger area to work."

The PVA office has its own budget so the work would come at no cost to the county. Edwards simply needed the approval from the court because it would be making changes to an office inside the annex building. The court voted unanimously to accept the renovations.

Appointments to Board of Assessment Appeals

Judge Cowan made two recommendations for the Board of Assessment Appeals. The first was Nick Fudge whose term will start in May. All voted in favor of Fudge.

The second recommendation was Brian Caldwell to serve as Chairman of this Board during 2019. All voted in favor.

Local Board of Elections Requests Air Units

Adair County Clerk Lisa Greer approached the fiscal court on behalf of the County Board of Elections to ask for some type of air conditioning system to help with four of the small buildings used for voting.

"The last election in May was one of the hottest times," explained Greer, "I think the temperature made it into the 90s."

With the May Primary quickly approaching, Greer presented two options to the court: 1) Cut a bigger window in the small buildings and purchase air conditioning units which would need to be installed. The units would also need to be removed after each election and the larger window boarded up. 2) Purchase portable air condition units that simply plug into the wall.

Greer added, "You never know what to expect from the weather but it does get really hot when you start crowding people into those little buildings."

The decision was based on cost efficiency and the court voted unanimously to purchase four portable air units before the May election.

Discussion on Holding Two Meetings per Month

Judge Cowan and the state auditor have recommended that the county hold two fiscal court meetings per month instead of just the one.

"The first meeting of the month would stay the same," explained Judge Cowan. "The second meeting would be used to take care of bills and general housekeeping."

County Treasurer Melinda Quinn said she was told by the state auditor that most counties now how hold two meetings per month.

Though a vote was not taken, the magistrates seemed in favor of the idea. Judge Cowan said a list of dates for the court to review would be presented at the next meeting. A potential time that seemed to work for all the magistrates would be a Thursday at 4pmCT.

With the subject of two meetings per month having been suggested, Magistrate Daryl Flatt added a motion (later in the meeting) that information packets magistrates receive be complete and ready for the monthly meeting no later than the Thursday before the upcoming meeting.

"It's getting to where anymore we're getting more bills handed to us right before the meeting than there are in our packet and that makes it hard," Flatt explained. Magistrate Sammy Baker agreed.

It's important to note that no employee(s) were pinpointed for the issue. The motion was quickly seconded by Magistrate Billy Coffey and passed unanimously.

Department Reports

- Sheriff Josh Brockman, report for March: 60 warrants of arrest served; 26 cases opened; 18 collisions investigated; 36 out-of-county transports; 41 citations; 45 civil processes served; 300 auto inspections completed; 25 animal complaints; 26 drug and alcohol complaints; 716 calls from 911;

County tax collection is at 99%. The total gross collection for March is $96,054. All voted in favor to accept the report.

- Green River Animal Shelter (GRAS) March report by Tammy Campbell: Dog Warden Jimmy Harmon picked up 59 dogs and 17 cats; Green County animal totals were 6 dogs; Adoptions were at 32; and 31 animals were sent to rescues.

Judge Cowan reminded those in attendance that a current fundraiser is being held at GRAS. Anyone who donates one or more of the following items - bleach, laundry detergent, pet food, cat litter, pine-sol, fabulosa - by April 30th will be entered into a drawing for a $25 Walmart gift card.

- Jailer Joey White's report for the month of March: Adair Co. Jail total charges - $143,299; subtract $63,776 for Adair inmates for a total billing amount of $79,522; combined with added fees the final total to be collected for March is $85,665.

During the month of March, Restricted Custody inmates provided 2,620 hours to eight county departments. If the set pay rate was $8 per hour, these inmates saved the county $20,964. The court voted all in favor to accept Jailer White's report.

- County Treasurer report by Melinda Quinn - General fund balance is at $501,369; the Road Department has $1,275,881; Adair County Regional Jail $27,324; LGEA $106,762; Forest Fire $2,002; Parks & Rec. $23,857; ABC funds are at $45,197; the 911 Center has $5,438; and the Green River Animal Shelter is at $1,088.

All magistrates were present at this regular monthly meeting: Chris Reeder (District 4), Sammy Baker (3), Daryl Flatt (2), Harold Burton (1), Billy Coffey (5), Greg Caldwell (6), Terry Hadley (7). Meetings are open to the public and are held on the second Tuesday of each month at 6pmCT in the basement of the Adair Courthouse Annex.

Fiscal Court hears request for renovations by PVA

PVA Landon Edwards was in attendance at the April Fiscal Court meeting seeking approval to renovate the current PVA office. The changes, which include knocking down a portion of a wall, are within the PVA budget and would not come at a cost to the county. Edwards believes the new layout would create a larger working space and a more convenient area for those that enter his office.
